My experience since going cloud only is that things are easier to manage and there are less issues. Also less tech staff required for manage a larger amount of users / computers. My experience is that its the third party services, cloud printing etc that are behind in the reliability stakes and cause frustrations.
Finally someone who knows what they talking about.
What the OG comment was describing was W11 from the CONSUMER perspective. To Microsoft, Windows 11 isn't "a flaship consumer facing blah", and this UI is barely "whatever". It's a grain of sand in profits compared to the divisions of services and products that really make the money.
