UncleSpellbinder
I've been using FastStone Image Viewer for several years. A great that resizes any image and does so much more.

Aero Ultimate
I've been using IrfanView for years now just for screenshots and resizing pictures. It's a great tool. It's been working great for me in Vista. IrfanView was nice back in in its heyday, but it's starting to look really dated, and it's not updated anymore. XnView?is now much better than it:cool::
Infinione
You want a simple shell extention that just adds a right click option to resize, not a whole image editing program, right? Well, I use Photo Gadget Pro, and love it even more than the XP powertoy. You have to buy it, but it's cheap, and works perfectly in Vista :-) http://www.xemico.com/photogadget/ Hey Xerox, that's perfect! Just what I was after! Thanks for the suggestion!
