I think he was looking for web design (i.e. Code Editors like Macromedia Dreamweaver and Adobe Go Live) not image/graphics packages.

What about FrontPage? FP has come A LONG WAY in the last very versions.

Also, try the following google search (WYSIWIG + Free) - Here is the resulting web pages

I have used Coffe Cup and was pretty happy with it. But, I like FP better.

I do alot of web design and I must say that the best way to go about making a good page (for me at least) is to learn php... this would also require you learn HTML. There are alot of free php / HTML text editors that are basiclly notpad like but color the words to make it easier to read. You can learn HTML & CSS easy enough at www.w3schools.com (took me about a month) to learn it. Its really not that bad. After you have this stuff down, just use any art program you want to make images for your site. and place them in. Also keep in mind, I never created any flash in my web pages, Thats just a little over my head yet, but its not really needed to make a great page (unlike some think).

Only Programs I used when maing my site were:

Photoshop (can be replaced with any art porgram for under 100$ tho)

Crimson Editor (Notepad Like)

NOTE: If you actually take the time to learn HTML (which again really is not too bad) you will use programs like dreamweaver and Frontpage and probably hate them to death. I would recomend getting Photoshop tho, its a program that just has the most amazing ability behind it. I spent well over 100 hours in it and still amaze myself with new features i find every day. Yet its still easy enough for beginners to get around after a day of learning how to use it.
