Lol yes that's your problem. Happen to me too.

To fix it open TweakVI, Miscellaneous, click Change system folder settings, click the last tab Control Panel Restrictions II, and uncheck Turn off access to the Performance Center core section. ;)

Why do tweak VI denies accsess to the experience index? Do you know? Anything more Tweak VI F*** up?
