can this be changed via reshacker, or do i need stylebuilder?

Just use ResEdit. Really, with ResEdit around there's no reason for anyone to use Reshacker for Visual Style editing, I'm sad that more people don't know about it.

Anyway, there are text files there that define all of those values. You can do a search in notepad and find the values you need and then edit them.
