Why is my dads email attachment showing up as its code?

hey guys, I need a helping hand here. My dad is a member of the hockey league for alberta, and he needs to receive emails from people in order to do his job. But when he receives an email from a certain person, it arrives all in code (example the linked pictures below), except when that person sends it to another, and then that person sends the same email to him again, it works fine. Strange problem indeed, and I am unsure how to turn the code back into a DOC file for him to use. any help is appreciated!

I should point out that he is using office 2003 on Windows Vista with all the latest updates installed for both.

You can paste the Base64 code (the part starting with 0M8R4KG...) into http://www.motobit.com/util/base64-decoder-encoder.asp and download it as the decoded Word doc. The Base64 part keeps going until there's a blank line.

well to cover your end try to do a repair on outlook, Help > Detect and repair

then ask whos sending him the attachment what they are using, ive seen sometimes where outlook (once or twice thunderbird) looses its mime settings and attaches files as just the code because it doesnt recognize it google for that fix i cant remember how to fix that
