PHP/MySQL hosting?

Hi, I have always been interested in learning PHP/MySQL, and I think I have a fairly decent grasp of teh basics. I was wondering if anyone knew of a free provider (decently stable with relatively high speed) for hosting for PHP and MySQL. I have searched everywhere and I haven't really found anything decent... popups are not acceptable but banner ads are (no ads at all would of course be better :p). In terms of disk space, I only require a small amount.

By the way, I realize I can host this on my own computer, but I don't ahve the bandwidth nor the resources to host a site, plus my computer is not on 24/7.

Hardy: thanks, but I tried that a couple weeks ago and it seems to be incredibly slow (at least the config server does... I couldn't get into it to register for a cgi-bin account lol)
