What your asking for would require a lot of work. The amount of time to code and test that isn't just a couple days of work. Even if someone was going for 20$/hour, thats less than 2 full 8 hour work days.

The only way I can see anybody doing it for that much, is if they do it for the experience or to strike a deal to split the profits with you. And honestly if someone were to invest the time doing this for so cheap, they would be smarter just to then pop it up on their own server and make 100% of the profits themselves.

Typical freelance rates in the UK at the moment for a decent PHP programmer are around the $55 mark per hour - I can''t see them being much lower in the US either - theres alot of demand at the moment so yes....that price will likely get you a basic xhtml / css layout, and not alot else....

Thats more like a big project and should take couple months to do. Pay should be $5000-$10000.

I don't think it's that big of a project. I'd say $1000 - $1,200 or so. More if ongoing technical support is needed after completion of development. Even more if you want a fully featured snappy layout. Nothing in the range you're talking, though. At least I'd never charge that much for something like this. It's not that hard to make a file upload/management script. I made one a year ago for fun.

Did your script have multi-server propogation and support for both mod_rewritten urls and regular urls, with unlimited uploading and downloading and an upload progress bar? :p

(FTR, my script does all that bar the unimited nonsense).
