NiceCarpet
If you're not looking to setup a dedicated server on another machine <you can run HLDS and CCS on the same PC but it's not recommended> but if you're not, Try this in console "sv_lan 0" on the host machine once the game has loaded. If you're looking to set up a dedicated server then the easiest way would be for you to just use Steams dedicated Server under the Tools menu in Steam it's a small download <it's pretty much a GUI version of the normal HLDS, plus it's only for you and your mate> it makes life alot more simpler if it's your first time. : D Don't forget to open up the ports you need to host. CY:G
If all you want to do is play with your friends, i would recommend getting Hamachi. http://filehippo.com/download_hamachi/ Hamachi will create sort of a LAN between the people you let to enter your Hamachi server. After this, just create a LAN server inside CSS and tell your friends to look under LAN servers, your server should be listed.
