Starz has released an official synopsis for the new ten-part miniseries, The New World:

When C.I.A. agent Rex Matheson investigates a global conspiracy, he finds himself unearthing a threat which challenges the entire human race.

The answers seem to lie within an old, secret British institute, known only as Torchwood. But Torchwood was destroyed, years ago, and the keys to the institute are held by its only two survivors – former Police Officer Gwen Cooper, who has long since disappeared along with her husband and child, and the mysterious Captain Jack Harkness, a man whose history seems to stretch back centuries.

With Rex under attack from all sides, in both the US and the UK, he soon discovers there are forces at work within every level of society, determined to stop Torchwood's return. As a chain of events across the world links together the most disparate and unlikely individuals – including a surgeon, a killer, senators and CEOs – a new Torchwood team takes shape. But this time, the threat is much closer to home, as they realize that their greatest enemy is mankind itself...

And here's a description of the miniseries's new major character, CIA agent Rex Matheson:

He's 28, the golden boy. Has been, all his life. Harvard education, fast-tracker in the C.I.A., destined for success. Though he's never taken it easy – Rex hustles, seduces and campaigns to get where he is today. He can talk his way into anything, then charm his way out, fast. He's made a lot of enemies, but his friends and lovers would defend him to death.

His choice of career is significant. Someone like Rex could make a fortune in Wall Street, or Hollywood. But choosing the C.I.A. says a lot about him: that for all his swagger, he does believe in justice. And will fight for it.

Slowly but surely, we see him make friends. He's thrown together a bunch of people known as Torchwood, the only people who might have the answer to a global mystery. To Rex, at first, they're a bunch of freaks. Welsh women and World War 2 Captains, what's that about?! But as they race from one crisis to another, dodging assassins, blackmail, corruption and conspiracy, from Washington to Wales and the slums of Shanghai, Rex forges friendships in the heat of fire. He learns to trust his new colleagues. And they realize that this dangerous, dazzling, reckless man is the best friend they could ever have, in a world going to hell.

They frighten us, men like Rex. We wish we were him; we never will be.

The press release also suggests what brought Captain Jack back to Earth is the only thing that possibly could: "his undying love for Gwen Cooper." Which, to be perfectly honest, I had almost forgotten was ever a thing in the series in the first place. [spoilerTV]

Remember way back in June, when I told you that when Torchwood makes its Starz debut this coming summer, there would be a couple of new characters on board? Well, now I can tell you not only who they are but also who?s likely to play them (hint: you know and like all three).

? Rex Matheson is a sharp-as-nails, funny-as-hell, tough-as-rawhide CIA agent who cares less about making a good impression than he does making a lasting one. Sounds juicy, right? So no wonder my sources tell me that both Dollhouse alum Enver Gjokaj and One Tree Hill grad Chad Michael Murray are eyeing the role.

? Esther Katusi is a CIA Watch Analyst ? in other words, a grunt ? who, against all odds, has both an unshakable faith in human nature and a monster crush on Rex. Greek goddess

Mekhi Phifer is set to star opposite John Barrowman and Eve Myles in the upcoming fourth season of sci-fi drama Torchwood, which Starz is co-producing with the BBC for a run on both networks. Phifer joins original Torchwood stars Barrowman, who plays time agent/con man Captain Jack Harkness, and Myles, who plays ex-police officer Gwen Cooper. The Lie to Me alum will play the third lead, Rex Matheson, a CIA agent, a fast-tracked high-flyer with a lethal sense of humor who starts to feel his mortality when his life is put in danger. In addition to his co-starring turn on Fox's Lie to Me last season, Phifer, repped by WME and Brookside, was a regular on NBC's ER. He also recently signed on for the Lifetime action film Close Quarters. Torchwood recently cast Crash actress Arlene Tur in a recurring role.

Bill Pullman Joins Torchwood

The last time America wrapped Doctor Who in its Cthulhu-like tentacles, we got guest stars on the level of, er, Eric Roberts. But now, with series spin-off Torchwood getting an infusion of co-production cash from US cable channel Starz, the quality level is ticking up just a little bit. While you won?t be seeing George Clooney romancing Gwen anytime soon, Bill Pullman and Mekhi Phifer have signed on to the cast of the new fourth season, known as The New World.

According to Deadline, Phifer will play former CIA agent Rex Matheson, a high-flyer with a quick wit whose perspective on life changes when his life is put in danger. Pullman, on the other hand, will also be a regular, but playing Oswald Jones, a highly intelligent murderer who gets out of prison on a technicality and becomes a media sensation. While it seems like he?s repentant for his crime, he?s also full of rage.

While Phifer has spent a good chunk of his time on TV, with work on the likes of ER and Lie to Me, Pullman has largely stuck to the odd guest appearance, dipping his toe deeper with dodgy 2005 religio-thriller miniseries Revelations.

In other Torchwood casting news, Arlene Tur has also joined up, signing on play a surgeon named Vera Juarez. She?ll be acting alongside John Barrowman?s Jack and Eve Myles? Gwen, the last surviving members of the original line-up when the series shoots in 2011.

Now all we need to do is wait for the first press release from series overlord Russell T Davies commenting on how "lovely" and "brilliant" everyone is and we'll know it's really happening.

One day, you could find yourself debating whether Torchwood season ten was as good as season nine, if current plans continue. At least, star John Barrowman says the current plan is for seven more years of the Doctor Who spinoff.

Talking to a newspaper about the new U.S.-U.K. co-production, Torchwood: The New World, Barrowman said:

I have turned down a load of other shows to make Torchwood. We'll be filming it in LA as it's now a collaboration between the BBC and the Starz Network in America. They're planning to make it for the next seven years. So I'll be spending six months a year in Hollywood and six back in the UK.

Obviously, plans can change ? like, if the show's ratings don't meet with Starz's expectations in the U.S., or it loses viewers on the BBC ? but it's nice to know there's a seven-year plan for now. Of course, you have wonder how they're planning on explaining Barrowman's aging, given that Captain Jack is supposed to be frozen in time. (Sure, they had that one line in "The Last of the Time Lords" about him showing slight signs of aging. But after seven more years, it might be more than just slight signs.) Also, are we going to see Gwen's kid grow up on the show?

The third major new character in Torchwood: The New World has been cast. According to TV Line, American actress Alexa Havins (All My Children, CSI: Miami) will play Esther Katusi.

Esther is described as ?a CIA Watch Analyst who possesses an unshakable faith in human nature and a monster crush on colleague Rex?. She?s definitely not Toshiko 2.0.

Havins? character joins other regulars Jack (John Barrowman), Gwen (Eve Myles), Rex (Mekhi Phifer) and Oswald (Bill Pullman).

The article also confirms that actress Dichen Lachman (Dollhouse, Neighbours) will guest star in the first episode.

The new ten-part series of the Doctor Who spinoff will also see the return of regular Torchwood characters Captain Jack Harkness (John Barrowman) and Gwen Cooper (Eve Myles).

Gwen will be shown living peacefully in Wales with husband Rhys (Kai Owen) and new baby Anwen when she encounters a ?new, epic danger? that will ?push [her] to the limit?.

Having left Earth at the conclusion of previous miniseries Children of Earth, Harkness will be drawn back to the Torchwood institute by ?his unstated love for Gwen?.

Torchwood: The New World airs this Summer on BBC1 and Starz.

The storyline is genius. Really.

First, the title. Gone is Torchwood: The New World. Now it?s Torchwood: Miracle Day.

I know. Sort of like the first time you heard ?The Phantom Menace,? isn?t it?

But wait ?til you hear what it?s about?

?The premise is a miracle happens in the world,? Davies says. ?One day, on Earth, no one dies. The next day, no one dies. The day after that, no one dies. The [people who are] dying, keep dying ? but don?t actually die. The possibility of death ceases to exist. Which is great for some people. But it?s an instant overnight population boom. The earth relies on people dying ? What is society going to do now? Some of the answers are beautiful and brave. Some of the reactions are terrifying.?

Naturally, the Torchwood team is called in to try and tackle this very unusual problem (btw, if you haven?t seen Children of Earth yet, rent it ASAP). The series will air on Starz in July.

Ausiello: Al I?ll say is that Captain Jack?s own immortality will figure into the plot in a big way.

Six Feet Under star Lauren Ambrose is joining Starz? highly-anticipated global edition of Torchwood.

Ambrose will appear in seven of the 10 episodes of the drama?s upcoming season, playing Jilly Kitzinger ? ?a sweet-talking PR genius with a heart of stone who?s just cornered the most important client of her career ? and maybe of all time.?

Production on Torchwood: Miracle Day started Monday, and follows the show making waves last week at TCA press tour when showrunner Russell T. Davies revealed the season?s mind-bending plot:

Ambrose is best known for her role as Claire Fisher on Six Feet Under, and in more recent years was in the series The Return of Jezebel James and she provided a voice in the film Where the Wild Things Are.

She?ll join Captain Jack and the rest of the Torchwood crew when the series debuts on Starz in July.
