Eh ... what exactly is this penguin? Is it a program logo? Or a cartoon character? We can't make a PNG or icon from you just from the ico you attached to your post. Perhaps a website, or a larger image would help.

en It's a Chinese program called QQ, similar funcaitons as ICQ
