Windows cannot load the locally stored profile

I went to log in to my account the other day and was prompted with this:

"Windows cannot load the locally stored profile. Possible causes of this error include insufficient security rights or a corrupt local profile. If this problem persists, contact your network administrator."

After hitting OK, it created a new desktop and had the same "creating settings" thing as when you log into the account for the first time. And it would do it every time I rebooted an logged in. All the other accounts on the system are working perfectly.

I ran CHKDSK and it came up with no errors. I backed up my personal files, deleted the account, rebooted and deleted the user folder.

If I create a new account with the old name, the problem comes back. I would like to create the account again so I can use RDP and other things without changing my user name on my other machines.

Also, I noticed that when I create a new account with the old user name, the old welcome screen pic comes back. I searched for the user name in the registry, found, and deleted the string. I also noticed a lot of strings form old programs with references to various files that used to be in the user folder.

I've seen this alot on XP PC's, can explain what causes it, but this has fixed it for me every time.

The CHKDSK /R Command @ recovery console has no affect on resolving this issue.
