Upconverting standard video files to a higher defintion?

Is it possible to take standard avi's or other video files and upconvert them to near HD like quality or something similar? Does this have anything to do with converting to H.264 or whatever that is?

Sorry, I am just really clueless on this whole area at the moment.

You can make them larger, but you won't get any more quality out of them.

Re-encoding them at a higher resolution would actually lower the quality.
