Fluxbox supports icons in the menus, which Openbox did not when I last checked. (I prefer a simple icon to help distinguish my apps easily) Fluxbox bundles their panel, fbpanel, whereas Openbox is ala-carte and does not come with one by default. You pick your own, and are free to use fbpanel, or pypanel or whatever one you choose. (in reality, I am pretty certain a fluxbox user could replace fbpanel with pypanel or other such utility) There is much more in common than there are differences, but for some, those differences are deal-breakers (like menus with icons for me).
