Available on the Apple Developer Connection website:

Safari 4 Developer Preview for Leopard, Tiger and Windows.

To download it you need to register an ADC account (which is free).

This preview release is English only. To avoid Safari displaying a hybrid UI when installing on a Mac with languages other than English, deselect other languages in "Safari Info" window displayed after selecting Safari in the Finder and choosing File > Get Info. On Tiger, Safari 4 Developer Preview requires a previously installed version of Safari 3.1.1. Download and install Safari 3.1.1 from http://www.apple.com/safari/download/. Please include "Safari 4 Developer Preview" in any feedback.

Noticeable differences?

UI-wise: none.

Performance-wise: JavaScript is massively faster. On my machine a run of the SunSpider benchmark takes 2416 ms, compared to roughly 3500 ms for Firefox 3 and Safari 3.1.1.

I don't get it... Firefox 3 here completes it in 2094.2ms.

Run it on your mac with Safari 4 and see what you get?

Sorry, I only noticed the posts about system speed after I made mine. On Safari 4 I get 1944.2ms:

PS. I wish Safari would default to Windows Standard font smoothing as the current Medium setting is horrible for a lot of sites. That's always the first thing I change but many users won't know to change it, making life harder as a web developer.
