can't edit logoff background dialog?

hi, I have some problem when I want to edit logoff background dialog. It can see only in program but when I apply, it still xp default theme? this problem is happen in skinstudio5 and 6 and when I try to edit shutdown background is the same way it doesn't has problem.

this is bug of skinstudio??
