What program do you use to make these icons?

What program do you use to resize and change color resolution?

Because each time I resize or change colors for my icons, they becomes ugly. :(

Thanks I'm trying to learn how to make icons. I used IconWorkshop and Photoshop. I used some 128 folders and the icons were already 128.
