Aero: Glass while fullscreen?

How do you change a skin so fullscreen applications still have the glass interface, and the start bar does also.

I know how to HEX edit and edit and replace files etc. I'm just not sure what file to hex and where, or what image to replace.

lolwut? I googled for like 5 pages for the query 'Fullscreen aero glass' and got nothing relevant, but replacing the word fullscreen with maximized gets many results. What a load of crap.

Thats because theres a clear difference between a fullscreen application and a maximized window
