They RARELY leak betas, I can only think of iPhone firmware and OS X. I think they also want as less crap possible to be out. For example, on Windows sometimes, I end up having so many betas that it is unbelievable. My system crashes and everything. Apple wants only final versions. Even though they have fixed most of the problems they should have offered a public beta which would have allowed them to fix any problems that popped up and not get the bad press they did when it was released.
