I don't understand what you are asking without a screenshot of the Disk Management window. Also check the BIOS and see if it recognized the hard drive. I'm not too sure how SATA works, but if they still use jumpers, make sure the jumpers are set correctly. I don't know how it works with SATA drives, but the option to Format should be there when you right click the hashed out area where it states 149GB and Unallocated. Try right clicking on the Disk 0 and see if the format option resides there.
