i'm assuming you mean jumpers on the motherboard, they used to be used to control things like the IDE boot order, FSB etc

this was years ago though, and it's mostly now all controlled in the BIOS

if you need jumpers for anything, they will be included in Motherboard box and details in the manual

Are you using the ATA IDE connectors for anything? (eg: legacy CD/DVD drives or hard drives) Sometimes its useful to define which devices are Master & which are Slave, although nowadays most motherboards can automatically figure it out on their own. Usually you have to use jumpers for that..
