Form a the highest possible number from "2009" just by moving 2 lines.....5009 and 9009 have been said but they are wrong (I thought it was 9009)

So? Your rules say move 2 lines and make it higher than 2009. That is what I have done. You need to explain better if you are not satisfied.

9009 requires a non-existing line to be added. There's also 3009, 3099, and 3909.

Move the horizontal bars from the top and bottom of the first zero and use them on the 2, so the 0 get's cut into 2 numbers and you can turn the 2 into the 8
