Just rename the file extension from *.cusorxptheme or whatever it is to *.zip, then you can extract it normally. You'll end up losing a bit a quality and some of the extra features like animations, but it should give the actual cursors themselves it that's what you're really after.

There are several software packages that can do that. The one I use is from www.aha-soft.com called ArtCursors. Most if not all the CursorXP themes are made up of .PNG files. ArtCursors will let you import a PNG file and convert it to a .cur file. On the animated cursors you will have a PNG file with several frames in it. You'll need an image editor like Photoshop or PaintShop Pro to break out the frames. Then you can use ArtCursors to import each PNG file you make from that as an animated cursor and save it as an .ani file. I've actually done it with some of the Cursors I've made for CursorXP.
