Too bad getting it looking anything like that takes a LOT of effort. I've tried and given up numerous times - just not worth the effort. Even the one-button Ubuntu gfx driver install never worked. Yeah, downloading a decent wallpaper and getting a one-click-installable gtk theme and icon theme from gnome-look.org takes a LOT of effort. You're probably confused by the abundance of really ****ty themes for the various components. You'll just have to filter all **** out and then try to mix and match what looks good, to see if it actually fits. --edit: And proper fonts. A ****ty font ruins everything immediately. Of course he eventually bought a new Video card.
