is it possible to enable vt on a t5500 cpu

This has been discussed many times with this one. Intels website says it doesn't support VT but their own system utility tool says it does. Not sure which is true but I would imagine that their website is up to date so I would go along with this.

The actual fact is that there are different revisions of this CPU, and one of them incorrectly had VT enabled. There is a possibility that you have one of these (you could paste the screenshot of the Intel util), although you'd still need a BIOS that supported it.

They don't physically remove features like VT from the "budget" models, they are just permanently disabled during production (and there's no way to reverse this).

I answered this same question few weeks ago, here my post. If you have the SL9U8, you have VT, if not, you don't have it, and it can't be enabled by any means. Sorry for you.
