I believe it automatically denies all unsolicited traffic, which is all you should really need since we don't have malware (at least not without the user purposely ignoring the entire security system in OS X).

Actually it is set by default to accept all incoming connections.

And in Snow Leopard it is turned completely off by default.

To configure it go to System Preferences - Security - Select the Firewall tab.

There's an option to manually configure all connections in the Firewall tab somewhere.
