Your description makes it sound like the freeware version "Network Monitor" allows traffic shaping. In fact only a monitor and statistics are available in the freeware version. Feature comparison

I wanted to let everyone know where I'm currently at with updating this list.

This screenshot shows the programs I haven't added yet. I've been using bookmarks because it's easier to manage than a text file. All of the programs have a category, though they're more ideas for categories. The next step is to start moving these programs into the list below.

This is what is done of the actual list so far. The first thing that's apparent is there are many more categories. It may look like a lot of categories, but the final list is probably going to have over 1500 programs. In the end, if I feel there are too many categories, then I'll try to combine some of them.

None of the categories are official yet, but it gives you a good idea of how I plan to organize the list. ??? are programs which don't have a category yet. I don't want any 'miscellaneous' categories, so I'll have to find a place for these.

Since there will be a lot of categories, one of the things I plan on doing is creating a sort of 'Table of Contents', a list of all the categories. And like they do on GameFAQs, each category will have a unique number next to it, so you can search the page for that number to jump directly to that category.

Irrlicht - Open source 3D Graphics engine. Never personally used it, but it is offered as an option in a video game design course ad my university.

BOUML - I guess this would be classified under Programming (there were so many categories, I didn't bother reading them all). Class diagram design tool, sequence diagram design, and can reverse engineer multiple languages into class heirarchy.

Portable - Copy the installation directory to an external device to use it wherever you go. You can manually choose a backup location incase the path or drive letter is different on other machines.
