I've been struggling with this problem for a few days: I have run a number of speed tests, all showing my internet speeds to be about 20% less than my ISP's advertised speeds when running through a router with DD-WRT. I plugged my PC directly into the modem and my speeds are right at what they should be. I tried lots of different things to resolve this issue, all to no avail.

Finally, I came across the solution and figured I'd share it with everyone. It turns out, my QOS settings were causing trouble. I disabled QOS and everything went back to normal. This isn't acceptable, though, so I further examined the settings I had in place and figured out what needed to be tuned.

DD-WRT says to set the download speed to 80-100% of your actual bandwidth and your upload to 80%-95% of your actual bandwidth. I had mine set at approx 85% for both. To fix the issue, I changed my upload speed to 95% and my download speed to 100%, and voila, I now am getting the same speeds as I would with QOS turned off.

I set my torrent traffic to the lowest priority to try to prevent everything else from slowing down. Xbox Live is set to somewhat prioritized. I also have a femtocell and Skype, which both have highest priority. The main thing is that I have torrents downloading fairly frequently and don't want them affecting any of the VoIP traffic, but also web browsing.
