I'll be using a random number generator to pick the page. Then I'll use it again to pick 1 of the 15 posts present on that page. If a user has posted multiple times only there first post in the topic will make them eligible to win the prize so if the random number generator picks there 2nd or 3rd post I'll just re-run it again from scratch.

I think that is fair and unbiased :)
