Can't comment on any particular desktop apps, but the RSS feeds seem to be working for me just fine via Outlook 2010 and Firefox.

if you are set to private then it will not work, however, otherwise it works fine and without issue for me (even though they limit the requests more minute)

Keep in mind that a few days ago, they required anyone using the Twitter API to use the new OAuth authentication system (in contrast to the Basic Auth system). I don't know what you are using, but if it's logging into Twitter and hasn't been updated in a while, it might not be able to connect anymore.
