Playing 3GP video e-mail attachment on iPhone 4?

Yes. I just emailed a 3GP file to the email account I have set up on my iPhone 4 & iPad and it played when I opened it.

My missus sent me a video e-mail (via. her USCC MMS e-mail address) from her Galaxy S and when I try to open it in Windows Live Hotmail via. Safari, I get a message stating "Download Failed - Safari cannot download this file."

Why would you use the phones Safari browser instead of the built-in Mail application? try the Mail application and see if you still have the same issues with the file.
