* Overwhelming majority of gun crimes are committed with handguns.
* Government opts to target rifles that look like military assault rifles.
* Problem solved ...?

They buy them. Most criminals start off as ordinary citizens. Others are given to cartels by our government. Most are acquired from improper containment of the gun by a family member. Our society is not ready for it's people to have guns. But since you can't get rid of people, it's easier to get rid of guns.
