What's this on the lockscreen?

Is that an ad? I thought those could only appear on the start menu, but I guess I'm wrong:

Looks like a notification for a 3rd party app you've installed.

 

Edit, goto Personalization in settings, Lock Screen, and turn "Get fun facts..." to Off.
