Voice Contgrol/Dictation App for iPad2?

I have a cousin that's a paraplegic (neck-down paralysis) that also owns (recent Christmas present) an iPad2. Because she's a paraplegic, she needs to be ab le to control her new iPad2 using her voice. Is there such an application (preferably free) that does the trick? I know about Dragon Dictate - however, it can't handle controlling an iDevice (yet); instead, I need something like existing voice-control software (that exists for Windows or OS X) that works on the iPad2.

Not sure if they've got Siri working on a jailbroken iPad 2, but you could look into that? Also consider Siri-like apps e.g. Vlingo and Voice Actions. If there's no update to enable Siri on the iPad 2 (officially or unofficially) by the time the iPad 3 comes out (probable release in ~2 months), then you/she could always sell it and buy the newer model, which will most likely come with a fully functional Siri.
