I thought it was part of the new Neowin Metro Theme. You know cutting the menu to be sure the users know it's there.

Spammed Ctrl+F5 and it seamed to fix Midnight for me w00t.

You mean the IPB devs?

@Matt Mecham and @IPBSupport are 2 I know of.

They were (and possibly still are) in the Administrators group a while back.

Also, everything seems to look ok here on Midnight.

If somethings broken, you should try viewing the page in Incognito/InPrivate mode. If it looks OK there it's your browser cache (since these modes ignore the cache)

Still having the problem now and then, had to do Ctrl+F5 two times before the right CSS kicks in.

Just mash Ctrl+F5 a few times and it should fix itself. That's what I did.

Try hitting Ctrl+F5, wait for page to load, if problem persist, hit Ctrl+F5 again.

Repeat if necessary.

It still happens to me and Ctrl+F5 works until the big avatar comes back again and its Ctrl+F5 again...and again...

Same problem, forcing the cache to reload fixes it for a while but the issue appears again after some time.
