Program/Proxy to throttle downstream?`

Hi, i share my aDSL with another computer via a router.

Is there any program or proxy that will cap my throughput? (when im downloading at 1.5mbps, the other computer is really slow to access the inet, etc),

I'm currently running Proxy+ 3 and a demo of WinRoute firewall and it both don't seem to have an option for it. I used to know of one, but it didnt seem to work. (cant remember what its callled)
