Much testing goes on firstly via modelling the theories, then through many stages through to building said engine.  Then attaching a frame, testing it on the ground, then in the air.  Eventually it will have a first flight with passengers in.

 

You posted "Obviously you have no clue how jet engines are tested." as a response to a glib, comedic comment from another user.  You wish to belittle him to make your own knowledge of the subject seem impressive, but that's not washing.  They didn't claim knowledge, they were making a joke.

 

So, what was your point?

How fast could a plane with this engine go?

At least as fast as a plasma drive, maybe faster. There are also some insane potential Isp's mentioned in the patent.
