Constant blinking blue circle on mouse cursor in Windows 10 (Insider build)

For the past couple of days I had an issue where the busy (blue circle) would keep flashing on my mouse cursor and I spent over two hours looking for a solution :(

This applies to the leaked build (I am running 10558), but it might also happen in earlier builds, I'm only posting because I found the solution by accident and hope to help others this way. BTW this issue had been going on for a while on my machine, even with the "proper" Insider builds, but this weekend the blinking blue circle increased to every second didn't stop, and became really annoying!

I noticed that Windows Problem Reporting kept restarting in the task manager, sometimes it was two instances (one would have (32-bit) behind it in brackets), disabling the process did nothing as it would simply keep looping (restarting and then stopping > restarting etc) I looked up the service Windows Error Reporting and saw it was set to Manual and Running, I switched this to Disabled and the blinking immediately stopped, I was then also able to stop the service, before that, trying to stop it while it was set to Manual would return an error saying it couldn't be stopped.

Many people also say this issue relates to HP software (specifically Simple Pass, which is a biometric reader) but I don't have any of that on my system, this also appears to be an issue with Windows 10, and for the sake of being thorough, to solve that problem disable LaunchSite in the Simple pass settings.

It appears that the Error Reporting service seems to think the PC has no Internet Access when a VPN is being used too, which may be related, but it didn't matter if the VPN was disconnected or not with the blinking, but it could also have to do with the TAPI drivers and components it installs to bridge the VPN, I don't know.

Anyway, hope this helps someone!

I'm experiencing the same issue, Steven.  I have no idea what the cause behind it.  I'm using the same build and just thought that was one of the issues with the build.  It's not really a deal breaker for me, but it is still an annoyance.

Sorry didn't read all of your post.  I also disabled the Windows Error Reporting, as you suggested,  and the blinking circle has stopped for me as well.  Thanks for finding this.:)

I received the blink circle after uninstalling Get skype from the start menu. I checked the event viewer and it pointed to messenger  I then uninstalled messenger the same way and the blinking stopped. I have now installed 10565. No blinking circle.
