PS3 Storage Requirements - Clarification Needed

A few months ago, God of War: Ascension was offered on PS+ so i thought i'd give it a go. It required 35GB, according to PSN, at least. At the time, my PS3 didnt have enough storage space. So i played a couple more games and deleted content. I even went into the Game Storage section and manually deleted some game updates and such. The PS3 now has 39GB of free space, but PSN still says there's not enough free space.

So, is this a case in which the download size is 35GB, but the game will inflate over that when installed?

Or, does the PS3's OS only partition a certain amount of space on the hard drive for games while reserving other partitions for other functions?

Thanks for clarifying. i had no idea. that's nuts. it's hard to free up 80GB when i have that default 160GB drive. i guess i have more games to finish first...

Yeah it's stupid. Obviously once it's installed it only takes up 35GB but needing double that just to install shows how badly digital content was delivered on the PS3.
