Is it intended that Universal Apps don't work on Windows 8.1?

VBA10 is the new Windows 10 Universal App from VBA8. Virtual Boy Advance is a Gameboy emulator for those that aren't familiar. So can I seriously not use this on my Surface2?

The universal app framework is new. Windows 8.1 apps should work on Windows 10, but Windows 8 doesn't have the universal app framework. You'll have to upgrade it to Windows 10 to get universal apps.

They never pretended that they were going to backport UAP to Windows 8, nor was it ever announced as a Windows 8 feature. Unless you're using ARM surfaces, can't you just upgrade them to Windows 10 for nothing?

Ahh, I see you're talking about the ARM powered surfaces. Unfortunately, Microsoft seem to have canned Windows RT, which is unfortunate.
