On NVIDIA GPU's...

Instructions to get the HDR look:

1. Open up your NVIDIA Control Panel
2. Go to the section titled "Adjust desktop color settings"
3. On the Choose How Colors Are Set section of this page in NVIDIA Control Panel, click on the spot that says "Use NVIDIA Settings" and make sure its set to "All Channels" for the color channels (otherwise this will be a lot harder to do next steps)
4. Set your Brightness to 50%
5. Set your Contrast to 75%
6. Set the Digital Vibrance to 65% (For what its worth... this is apparently what the pros use if they are using this feature, it makes colors pop out some but does not oversaturate them really badly).
7. Click on Apply and OK

P.S. No need to change these settings for all other game titles you play since they will be automatically applied when you go to play them! This is a system-wide setting :D

You should install the LATEST NVIDIA Drivers for your card prior to applying these settings for best results as that the Digital Vibrance setting required is not available in really old driver kits so be sure you're on the latest!

PLEASE NOTE: These values were calibrated on a HP OMEN X Series Gaming Laptop monitor (which they are known to have a RGB range rating of around 97%) due to the fact that there is no such way to change such options on laptop screens via hardware buttons, so you may possibly need to adjust these values accordingly past said values to achieve better results on your monitors.
