Right click on speaker > Open Sound Settings > Sound Control Panel > Click on your Playback device (i.e. Speakers) and click Properties and this window should show up. Try get the drivers from realtek or OEM instead of using the standard windows generic driver. Loudness equalisation is something you want to do at real-time rather than pre-processing the files.
