Please tell us what hardware you built, we can't really help with so little details. My first thought would be did you forget to connect the external power connector(s) to the card? 

 

Did you reseat it in the slot (check if it is in all the way properly?

oink oink (sorry, had to)

 

GPU fans these days are meant to shut off when not in heavy use. When you are playing a game perhaps, the fans will kick in to cool it. You're doing great. :)

He doesn't really need to, Steve. GPU fans always turn off these days when not in heavy use. He is fine.
