searching around a couple places I can't find that exact 2nd portion of the error code but for 0x8007042B errors Microsoft says to check the logs to determine the root

thanks for reply

I tried these two before

Method 1: I suggest you to try the steps mentioned in Reset Windows Update components  and check if you are able to find the Windows Updates.

Registry disclaimer: Important this section, method, or task contains steps that tell you how to modify the registry. However, serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs.
Refer to the below article to backup and restore the registry in Windows:

Note: The above links applies to Windows 10 as well.

Method 2: I suggest you to perform a Clean Boot to check if any third party application is causing the issue, as clean boot helps in eliminating software conflicts.

Disclaimer: Putting your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue.

You need to follow the steps from the article mentioned below to perform a Clean Boot.

How to perform a clean boot in Windows

Note: After troubleshooting, refer to the section “How to reset the computer to start as usual after troubleshooting with Clean Boot” to return the computer to a Normal startup mode."

I found the issue.... https://techcommunity.microsoft.com/t5/windows-server-insiders/in-place-build-upgrade-failure-and-workaround/m-p/1955301

Had to uninstall Edge Chromium.... and upgrade worked.
