Then your scope reaches further out, and depends on operating system, use case(s), level of impairment, whether the user has any other impairments (deaf or hard of hearing for instance).

 

There are plenty of narrators out there, and extensions for browsers, but they are slow to read the page, and useless for a deaf person.
