Does anyone know why CPU-Z and other apps report the wrong cpu frequency?

Because you're using a beta test OS. Do you really expect a developer version to function correctly? I hope you sent feedback to MS. 

 

(FWIW I noticed that the ASUS motherboard control software (DIP 5) also doesn't work with that OS but I don't care because its not a real OS).

30Ghz ??!!  

 

Whatever the reason ... it is reporting the bus speed wrong (should not be 600'ish).  Why it is reporting that .... dunno.

 

What does Task Manager show under Performance/CPUI?

seems to be reporting fine under task manager but every other app other than the intel xtu app reports outrageous numbers
