Has some good reviews and checks your boxes (even supports ATX PSUs). I almost bought it but decided I didn't want the hassle of building within a small case. Otherwise, maybe something like the Fractal Meshify C (removable HDD cage). Supports ATX (mobo/PSU), rads, and is small. I'm not a fan of how it looks...but that's subjective. Also have the Lian-Li O11 mini (air or dynamic)...but you'd need to use a SFX PSU. It also has a removable HDD cage. Edit: Phanteks P300a ?
