Does anyone know what would cause windows not to refresh files in file explorer after rename/move/copy?

Windows 10 21H1. I am not sure what's causing this but when I rename a file in windows it doesn't reflect the name change until I hit F5. During this time, the file is not accessible if I double click on it because it is still showing the old name. After F5, it shows the new name and I can access it. Same with when I save files to desktop, I notice it is not showing up on desktop, sometimes for hours, or until I hit F5 few times.
