It's definitely not 11 because of no rounded corners It's closest to Windows 10 with accent colours on title bars enabled but the progress bar is green in Windows 10 no matter the set colour It's skinned or it may not be a real capture from a computer at all, just something designed inspired by Windows for the documentary.
