If I were given the option to choose between the 2, I would definately choose PoP: SoT. Deus Ex suffers from a crappy framerate too. PoP rocks. However, if you're a little patient, I would reccomend that you really wait for Ninja Gaiden. I have a demo CD, and the game is just fantastic.
